On the ship record under Løyve (not sure what this means) is
P. Attest and I do not know what that means. Any help would be appreciated.

Løyve = permission
P = ?
Attest = attestation

P.attest should be short for presteattest, ie. attestation from the Priest.
It can be looked upon as a certificate of good conduct.

This certificate of good conduct was very common, and was required if you wanted to settle down in a foreign place, also within Norway.
