It's Danish spelling, due to the fact that Denmark ruled Norway for 400 years...

Online Danish to English Dictionary

b-d-g consonants was used instead of p-t-k, it's a "phenomenon" called "soft consonants", and are still in use on the southern coast of Norway, between Arendal and Karmøy... (And in Denmark of course)

Norwegian - Danish - English
Tillatelse - Tilladelse - Permission
Bløt - Blød - Soft
Kyststripe - kyststribe - coast(al) strip
Bake - Bage - - Bake

Here is a map where bdg consonants are still in use instead of ptk...

The official Norwegian change from b-d-g to p-t-k happened 1907-1917.

"Tilladelse" is about the same thing as "Rodeseddel" as discussed at the end of this tread
