Kjelland family members appear to be centered around Green township of Barnes County, North Dakota by the time of the US 1900 census. Years for immigration listed on those census pages for probable family members vary from 1885 to 1891.

Are you looking for information in the U.S. or Norway? A little more information would be helpful. Dates of birth, etc. Where did they settle? How much do you already know, no point in looking for information you already have.

The parish records for Sokndal, Rogaland, Norway are not available online but they have been microfilmed and are available for rental at a local Family History Center:
