The Norwegian emigration lists were kept by the different ports of departure - Oslo, Bergen,Stavanger, Trondheim, etc. They are not organized by where the emigrant intended to go. Those various databases for the different Norwegian ports of departure are searchable through the website of the Digitalarkivet.

The New York arrivals of passengers from all over the world are kept in US repositories. The US National Archives has them on microfilm and the LDS has microfilm copies also. The years 1880-1882 are before the existence of the Ellis Island processing station BUT persons arriving in those years would be expected to have entered through the Castle Garden station. I've also seen a few subscription services which claim to have many passenger arrivals available.
