My grandfather was a sailor on a sailing ship from Norway about 1860 and he jumped ship in Savannah or Brunswick, GA. What is the most likely source of any information about such a crew member?

The most likely source for information is the Maritime inscription - registers of seamen. A while ago I started working on an article about those records, from experience I have out of my own family research. You can take a look at: http://www.NorwayHeritage.com/ships/sailors.htm
