on lines #11 and #12 - I am unsure who the father is of them? Fritz might be the son of Petter? but who is Petter the son of? What does Hoker mean?

Petter Vilhelm (blacksmith) is the son of høker Arnesen (Høker is an old term for a merchant with limited rights.)
Fritz Emil is Petter Vilhelms son.
Baptismal records should prove this.

Since Petter is the only Smedsvend on the page, I'd guess Friz Emil is his son.

My dictionary says høker is an old form word for merchant. Later the word was used for "chandler". Might also be an unfortunate read of a first name--Haakon / Haagen or something like that.

Baptismal record for Peter Vilhelm is #13 his parents were Hjulmager Friderich Arnesen (Brændeviinshandler (= høker) Carl Frederik Arnesen in the 1865 census) and Birthe Kirstine Jensdatter i Byen.

I have been looking for the baptismal records for Fritz and can not find them. He seems to be gone before the 1875 census also.

Petter Vilhelm is #33

- Alfred Emil was born out of wedlock - I read the mother as Christine Jansdatter, a confirmation record could give info.

- I read Handlende Carl Fredriks Kone Arnesen 73 Aar - his wife was 70 years old in the 1865 census (=1866) - when she died in 1869 it is reasonable that she was the one being 73 years.

oh so you think this record is for his wife not Carl Fredrik? Kone means wife - so that would mean he would have still be alive?
