I have done some research on the surname Lange and have determined that it is either Norwegian, Danish, or German and I was wondering if anyone could help me find out if Joseph Henry Lange of West Virginia is of Norwegian descent. I can't find information on his parents but I know he lived in the early to late 1800's.

What was his wife's name, Gertrude?
Here is a Henry Joseph Lange from West Virginia. The "lived circa" era for this fellow is somewhat different than that you've outlined but those dates seem somewhat iffy anyway:

You should be able to find him in the 1880 census, it will give you a birthplace for himself as well as (if it was asked and if the question was answered) the birthplace of his parents. |

As a side note I have also seen there is a large chance this surname is Swedish |

According to this Family Tree he was born in Virginia. This is likely him in the 1860 US Census. You may have to go back further in his ancestry to find out where the Lange name comes from.

I know that his children lived in Jackson county if that helps at all. So what do you all think so far, is he of Norwegian descent?

Noah, it's not hopeful. At familysearch there is only 1 Lange born in Norway counted in the 1850 US census (the first one which records all people by name and includes their birthplace) and she appears to be a Lange by marriage. The mass migration of Norwegians to US begins about 1825, before that there were only small numbers who came here. So while not impossible, you have far too little actual information on your ancestor Joseph Henry Lange to be certain about his parentage one way or another. |
