Any idea where this picture (found in an old photo album) may be taken? Time period? I guess it is somehere in the New York City area?

A bit blurred picture, but the text on the building probably reads "Norwegian America Line" and maybe "10. st." (?) on top.

Probably Brooklyn New York. Look around the area of Carroll Gardens, Red Hook Terminal and the old Brooklyn Terminal.

In the 1916 New York City directory the Norwegian American Passenger Agency is listed at 10 Bridge (street or avenue not included.)

Hard to tell which pier this is, but I agree that it looks like Brooklyn, New York.
The sign to the right reads Carroll Towing Co., Inc.

Remarkable similarity - but not identical building. Perhaps the company used the same building basic design repeatedly in different locations?

Google books has this description of the address as 8-10 Bridge St Pier 4 for the Norwegian American Line:

Both http://digitalcollections.nypl.org and http://collections.mcny.org have hundreds of photos of old New York Piers, but I have not been able to find a pier looking exactly like this one.
They're all of same shape, but the details are different.
It should be Brooklyn, New York though, and possibly 1910-1930?
