I am interested in Jacob Menighet in Oslo. A lot of the church records are available from the Family History center. However not all records are available.I am also interested Gran and Hamar. These records are available from the National archives of Norway. The problem is I don't read Norwegian I am having trouble figuring how to access these records. It sounds as if I would have to go to a reading room in Oslo to access these records. Is this true?

You give no clue(s) as to what you are actually hoping to find or the time period.
I checked the LDS library catalog too - church records for Jakob menighet in Oslo for the time period 1875-1931 are on microfilm. (The catalog explains which congregation has its earlier records.) Church records for Gran in Oppland are on microfilm for the time period 1707-1917. Church records for Hamar in Hedmark are on microfilm for the time period 1852-1930 (The catalog explains which congregation has its earlier records.)
You can find very good explanations of how to read these church records in this article by John Follesdal - http://homepages.rootsweb.com/~norway/na20.html
If you don't understand the library catalog listings for the different types of records (i.e. døpte, fødte, viede, etc.) you can use the 'small' Norwegian-English translating list of words at these websites - http://homepages.rootsweb.com/~norway/na17.html
