I have a conscription lottery ticket for military service and was hoping to email it someone so they could translate it to me and tell me if it means that my great grandfather actuaaly served in active duty.

The ticket translates roughly to this:
Draftee- and drawing lots note.
Trooper Olav Aslaksen
Døskje (?), born
In ? parish
In Vinje (I think) of
The 9th drafting
District, is by examination of men liable for military service found obliged
To ? (don’t recognize the name)
with period of service from 1st of May next year and has by
lottery gotten
nr 20
Place for examination Heggestoi (?)
14th of june 1899
Unknown signature

It doesn't prove that your great grandfather acctually served, but it tells that he has been found fit for service and is obliged to start his military service next year from the 1st of May. The names are a bit difficult to deccifer.
