I am trying to locate a passenger list for the Stavangerfjord that left Stavanger April 28, 1923 - I understand that some westbound passengers landed in Philadelphia on account of congestion at Ellis Island. I am specifically looking for (my father) Lars Larsen Tvihaug.

If they landed in Philadelphia you should look for the passenger list on microfilm. The following is from the Book Indexes to Philadelphia Passenger Lists, 1906--1926. T791:

Roll - Volumes - Dates
23 - 49--51 - June 5, 1922--June 17, 1926

Hey.
The "Stavangerfjord" never entered the port of Philadelphia. The only ship belonging to the Norwegian America Line that called at Philadelphia, was the "Bergensfjord". Otherwise they all called at New York.
