After clicking on a lollypop shaped icon in several of the databases in the "Digital Inn" a box pops up with the following text:

Du må identifisera deg med epostadresse for å kunna søka:
E-post

The button next to "E-post" says "Logg på".

The Norwegian to English pages that have helped me muddle through haven't been any help. Are there any good translation dictionaries online? Better yet, is there anything like babblefish to translate pages of Norwegian to English?

You have to identify yourself with a valid email address. It's safe.

If it's the first time, fill in the 3 needed fields here, and press the "Legg informasjonen på plass" button.

Needed fields:
Namn (Name)
Heimstad (Hometown)
E-post (email address)

Later, you just identify yourself with the email address.

I filled in the boxes as they were presented to me Namn, Heimstad, E-post and was sent to a page with quite a bit of text that I didn't understand. Did I just sign up for a messege board?

You didn't "sign up" for something, it's just a validation to prevent spam on the Forum...
But yes, you are ready to post there!

It's a general genealogy forum like this one, the most popular one in Norway. Not specifically linked to emigration.
