Was his middle name Meyer? If so this may be he:

Olaf Skjarstad 1931 naturalization:
https://familysearch.org/pal:/MM9.1.1/XKPS-V65

This fellow is listed as married in 1930 census so doesn't match your info about marrying in 1932 but :

olaf Skjarstad 1930 US census
https://familysearch.org/pal:/MM9.1.1/XS5B-RSB

Here's the transcription of Olaf Skjarstad as Meyer Oluf Skjarstad in 1924 --arrival date matches the 1930 census fellow:

Based on the information you posted in the other topic it appears the fellow arriving at Ellis Island in 1924 is your man. On the original transcription of the manifest his wife, his closest relative, is listed as Mrs. Alohild Skjarstad, Erling Skjaldson gt 40 in Hangsund, Norway. His occupation was tailor, he had $12 when he arrived and he was heading to his brother named Nic Hansen who lives in Paulsbo, Washington which should actually be spelled Poulsbo. Other probable typos are Alohild for Alvhild, Hangssund for Haugssund. At the time he arrived his stated intention was to stay in US permanently.

There were other Skjarstad surnamed people in Washington. Is Nic Hansen a brother or a brother-in-law?

Here is a not-recently--attended database at www.rootsweb.com of a Nick Skjarstad one of whose children were born in Evanston, Illinois:

http://worldconnect.rootsweb.ancestry.com/cgi-bin/igm.cgi?op=GET&db=wlmillo&id=I016

There is an email address (from 2006) of the poster, perhaps a relative whom you could contact.

Apparently Olaf marries again. From a paper called Chillicothe Constitution Tribune 10 Dec 1953.Google found this in the Newspapers.com archive:

"TO OPEN SHOP HERE Chillicothe gained a new resident this past week with the arrival here of -Olaf Sharstad, who plans to open a tailor shop at 620% Washington beginning this coming Monday. A veteran of the Norwegian army, Olaf the Tailor, as he prefers to be called, has been in the United States some 30 years. He has worked in Seattle, New York, Chicago and comes to Chillicothe from Brookfield. On the wall of his shop where he presently is adding the finishing touches, Sharstad has a diploma granted him in -1917 from the -Oslo, Norway, Academy of Tailoring. He. plans to bring Mrs. Sharstad here when the settling chores are done. She was born and raised in Kirks- iille. "

There are several Chillicothe in America. The only state that has a Chillicothe & a Kirk[sv]ille & a Brookfield is Missouri.

Then I have the history of Oluf from he was born in 1887 until 1954 when he closed his tailor-shop in Chillicothe, Missouri, 67 years old, but I can not find out more. He went back to Chicago. I don`t know where and when he died, have been looking for deathsertificate on Ancestry.com
