Sorry for all the questions. I’m new at this game.
1. You can search and look at the property at glorecords.blm.gov Enter Peter Moe for the name and choose Minnesota after clicking on Land Patents. The declaration of intention is usually included as part of the homestead file and is required to have in order to get a homestead from the Federal government. The full homestead file is available for purchase at the National Archives in Washington. The declaration of intention might also be available at this site.http://www.ironrangeresearchcenter.org/search/?first_scopeterm=exact&firstname=&last_scopeterm=exact&lastname=&county=All&recordtype=7 or in Ancestry. You have to buy a copy of the record to view all the information .
2. At the Norwegian Digital Archives there is a button on the right hand side at the top that allows you to select one of the two official Norwegian languages or English. English is only available for the transcribed records. The parish registers, the actual vital records of Norway, are of course, only available in Norwegian and are most often handwritten.

Well this is turning out to be a tough one. A different approach. The first place we find Peder Moe is in 1900 living with Elias Sather. Probably Elias Estenson Sather born 1873. Could Peder have known him in Norway. Anyway this is likely his baptism record based on the data for the WWI record for Elias.
Elias Estensen in the Norway, Select Baptisms, 1634-1927 Name: Elias Estensen Gender: Male Birth Date: 14 jun 1873 Baptism Date: 20 jul 1873 Baptism Place: Narbuvold,Hedmark,Norway Father: Esten Eriksen Mother: Johanna Olsdr FHL Film Number: 124473
Here is Esten and family on Sæther farm in Tolga,Hedmark in the 1875 Census.
1875

There are 13 children named Peder born between 1868 and 1872 in the 1875 Census living in Tolga on a farm with a name having a moe in it somewhere.
Peder Ingebregtsen Brædemøen
Link
Peder Olsen Hulbækmoe søndre & nordre (found by Jackie)

There is also
Peder Ingebretsen Skrivergaarden (birth date is 13 mar 1870) correction to my post, his family has the Katmo (Kotmoen) connection. Thx Jackie

So the one with the right birth date is in the end the correct candidate. |

I think we can eliminate Peder Olsen Hulbækmoe as he is back in Norway for both the 1900 and 1910 Norwegian Census. His birth date given in the 1910 Census matches the one posted on page one.

Does this mean he may have first came to Canada then US and back to Canada? All these names are so confusing. Do Norwegians take the name of their farm as their last name?

Yes he came to the United States through Quebec, Canada. That is not at all unusual, especially for those whose destination was one of the northern states such as Minnesota or North Dakota.
Many but not by any means all Norwegians took the name of the farm or some version of the farm name as their last name when they emigrated to the Americas
My grandfather was called Anton Olsen Høgeli in some Norwegian records. The farm was called Høgeli. In America he thought there were more than enough Olsens so his last name became Hagelee. A version of the farm name. His two brothers spelled their last name Hogelee and Hogeli. |
