Help please with this bygdebok passage on constraints on serving alcohol at inns, in olden days:
"Det var forbod mot å stelle til drikkelag på gjestgjeveria, som i det heile ikkje måtte vere til 'noget fylderi og tids spilde for bonden eller andre at misbruges'. Gjestgjevaren kunne nok få løyve til 'at tappe en tørstedrich for almuen' på tinget, men han måtte ikkje gjere det før skattene var betalte, og det meste også elles unnagjort."

There was a ban against arranging drinking partys at the Inns, and they should not lead to any drunkenness or waste of time for the farmer or others to be misused. The innkeeper could for sure get a licence to "pour a thirstquencher for the commoners" at the council, but he had to wait until the taxes were paid, and most of the other things also done.
